Implementation roadmap 2023–2030 for the Global action plan for the prevention and control of NCDs 2013–2030

The roadmap is to be developed in response to the Global action plan for the prevention and control of noncommunicable diseases 2013–2030 and the recommendations of the mid-term evaluation of the global action plan

In accordance with the decision, the draft roadmap will be submitted through the Executive Board at its 150th session, and through subsequent consultations with Member States and relevant stakeholders, for consideration by the Seventy-fifth World Health Assembly. Therefore, until that EB150, the WHO Secretariat will only consult experts. To this end, as a first step, WHO regional offices will conduct regional meetings with experts to seek advice, as follows:

  • 25 August 2021: Eastern Mediterranean Region
  • 30 August 2021: Western Pacific Region
  • 2 September 2021: Region of the Americas
  • 3 September 2021: South-East Asian Region
  • 7 September 2021: European Region
  • 8 September 2021: African Region

The ‘WHO Discussion Paper on the development of an implementation roadmap 2023–2030 for the WHO Global Action Plan for the Prevention and Control of NCDs 2023–2030” (version dated 20 August 2021) will serve as an input into the regional meetings with experts.

As a second step, WHO will convene an open discussion forum from 6 to 17 September 2021. To join the discussion, please follow the guidance provided in the WHO Discussion Paper for the open discussion forum.

The full-fledged process seeking technical inputs until EB150 for the development of the roadmap will build on the political developments since 2013 (when resolution WHA66.10 decided to endorse the global action plan for the prevention and control of noncommunicable diseases 2013–2020, and decided to adopt the set of nine voluntary global targets for achievement by 2025 for the prevention and control of noncommunicable diseases), including:

  • 2014: The UN General Assembly adopted resolution A/RES/68/300 (Outcome document of the high-level meeting of the General Assembly on the comprehensive review and assessment of the progress achieved in the prevention and control of non-communicable diseases);
  • 2015: The UN General Assembly adopted resolution A/RES/70/1 (Transforming our world: the 2030 Agenda for Sustainable Development) which includes SDG target 3.4 (By 2030, reduce by one third premature mortality from noncommunicable diseases through prevention and treatment) against a baseline of 2015;
  • 2018: The UN General Assembly adopted resolution A/RES/73/2 (Political declaration of the third high-level meeting of the General Assembly on the prevention and control of noncommunicable diseases);
  • 2019: Decision WHA72(11) decided to confirm the objectives of WHO’s global action plan for the prevention and control of noncommunicable diseases 2013–2020 as a contribution towards the achievement of Sustainable Development Goal target 3.4 and to extend the period of the action plan to 2030 in order to ensure its alignment with the 2030 Agenda for Sustainable Development.
  • 2019: The UN General Assembly adopted resolution A/RES/74/2 (Political declaration of the high-level meeting on universal health coverage) which includes a commitment to progressively cover 1 billion additional people by 2023 with quality essential health services and quality, safe, effective, affordable and essential medicines, vaccines, diagnostics and health technologies, with a view to covering all people by 2030.
  • 2020: WHO conducted the mid-term evaluation of the global action plan. The mid-term evaluation (conducted in 2020) includes 12 recommendations. Paragraph 60 of the global action plan for the prevention and control of noncommunicable diseases 2013–2030 states that “The mid-term evaluation will offer an opportunity to learn from the experience of the first four years of the plan, taking corrective measures where actions have not been effective, and to reorient parts of the plan, as appropriate, in response to the post-2015 development agenda”.
