EU Temporary Protection Responses to the  Ukraine War and the Future of the EU Asylum System

The second ASILE Forum assesses the responses of the EU and the Member States to the forced displacement from Ukraine and activation of the Temporary Protection Directive 2001/55/EC in Europe. The Forum examines European responses to the large-scale arrival of persons fleeing the war in Ukraine and various policies implemented to respond to the mass displacement such as temporary protection, as well as their implications for international and EU asylum law and policy. 

The Forum features a kick-off Paper, followed by contributions written by renowned refugee law and policy scholars. The Forum aims at bringing together various contributors examining issues including but not limited to responses of the EU, and countries like Poland, Hungary, Romania, and the UK to the large-scale arrival of persons fleeing the war in Ukraine, specific aspects of the activation and implementation of the Temporary Protection Directive 2001/55/EC, lessons learned from previous responses to mass influx situations in Europe and elsewhere around the world, and the issues in relation to fundamental rights and the principle of non-discrimination. 

The Forum seeks to investigate in a comprehensive manner whether Europe can establish a response to the large-scale displacement and asylum seeking from Ukraine which ensures its effectiveness, fairness and consistency with international and regional human rights and refugee law standards, and in line with the UN Global Compact on Refugees. The Forum assesses whether this will lead to a paradigm shift for the EU asylum law and policy, and its currently guiding principles, in the long term. 

The Forum will run from now until the end of May 2022.
