a. ADOPTION OF A RESOLUTION APPROVING THE 2019-2020 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT TO INCLUDE THE ADDITIONAL CDBG-CV FUNDING ALLOCATION
The Congress Coronavirus Aid, Relief and Economic Security Act (CARES Act) was signed on March 27, 2020 to respond to the growing effects of coronavirus, also referred to as COVID-19. On September 11, 2020, the US Department of Housing and Urban Development (HUD) announced the allocation of the remaining Community Development Block Grant Coronavirus (CDBG-CV) funds to state and local governments. Walnut Creek will receive an additional $439,019 in CDBG-CV funds on top of the $201,374 allocated in April 2020. In total, the City’s CDBG-CV allocation is $640,393 to respond to, prepare for, and aid in the prevention of COVID-19. The additional allocation focus funds towards households facing higher risk of eviction. This memo outlines the Housing and Community Development (HCD) Committee’s recommendation for using the additional CDBG-CV funds. b. COMMUNITY BENEFITS PROGRAM
The West Downtown Specific Plan (adopted in 2018) and the North Downtown Specific Plan (adopted in 2019), both include provisions for granting increases in building height, floor area ratio (FAR), and/or residential density in exchange for developer-provided community benefits. When adopting the West Downtown Specific Plan, the City Council directed staff to prepare a Community Benefits Program that would be adopted by City Council resolution, and which would provide clearer direction to the development community while also providing a measure of flexibility. The City Council approved a draft framework for a new Community Benefits Program in May 2020, and the Planning Commission recommended adoption of the related amendments to the Zoning Ordinance and the North Downtown Specific Plan in November 2020. Staff is now seeking adoption of the draft Community Benefits Program, and the aforementioned Zoning Ordinance and specific plan amendments. Staff Contact: Andrew M. Throughout the budget cycle, staff actively monitor actual revenues and expenditures and prepare a status update report to the Council at regular intervals. These updates provide staff with opportunities to advise Council on major budget trends (revenue and expenditure) and propose changes where necessary to meet ongoing service demands or modifications related to economic or other factors. This report provides an informational update to the City Council regarding the preliminary year-end results for Fiscal Year 2020 (FY20).
